Rules of Golf Law: As part of important reforms proposed by the R&A and USGA, modifications for players with impairments will be fully included in the Rules of Golf starting in 2023.
The adjusted regulations for players with disabilities will be fully included in the playing rules without the need to establish a local rule under the new rules, which will be in place as of January 1 and are part of efforts to make the game more inclusive and sustainable.
The establishment of Rule 25 included modifications that permit blind players to get assistance with assuming a stance and setting up for shots, while amputees are permitted to anchor the club and receive assistance with dropping or replacing their ball.

Additionally, governing bodies will print 4 million fewer copies of the regulations and will instead promote them on a mobile app. To assist golfers of all skill levels, certain penalties have been loosened and the terminology has been clarified.
The R&A’s Grant Moir, Director of Rules, stated, “We are continuously enhancing and modifying the Rules of Golf to ensure they are consistent with how the game is played today. As a result, the Rules must be made more accessible and understandable for all golfers, and the sport must be made more inclusive and friendly for golfers with disabilities.
Making more information available online is essential to ensuring golf has a long-term, sustainable future, according to the statement.
In addition, a ball at rest must be replaced if it moves to “another section of the course” after being dropped, placed, or replaced. Players may replace a club that is broken during a round as long as it was not abused.
“The expanding popularity of golf continues to inspire our decision-making,” said Thomas Pagel, USGA Chief Governance Officer. “Modernizing the Rules to encourage diversity and accessibility is certainly a wonderful move in the right direction.
“The community of golfers with disabilities is extremely crucial to this most recent evolution, and we hope it will inspire more individuals to participate and love the game.”
